CBF Team

We are a committed group of professionals who are passionate about bridging the civil legal access to justice gap. Our mission is to facilitate systemic change that advances civil justice for all, regardless of power or resources, to achieve a more just and equitable society. 

CBF strives to be:

  1. a trusted voice and strategic steward of funding 
  2. a leader in building a stronger civil legal aid system, and 
  3. a convener of legal professionals and community advocates.

Emma Bayer

Prior to joining Connecticut Bar Foundation as the Grants Program Manager, Emma Bayer wrote and managed grants at Mystic Seaport Museum for projects ranging from tall ship restorations to NASA-funded planetarium education. Emma’s work in grants pulls from a commitment to community-building and authentic storytelling; she earned a Master of Education in Community Counseling at Boston University and a BA in American Studies at Trinity College in Hartford.
