Board of Directors

CBF Board members are a committed and diverse group of professionals who are passionate about bridging the civil legal access to justice gap for Connecticut residents experiencing low-income. 

Our mission is to facilitate systemic change that advances civil justice for all, regardless of power or resources, to achieve a more just and equitable society.

Jennifer Marchand

Jennifer Marchand

Jennifer Marchand is the Executive Vice President, Chief Operating Officer, and Treasurer of Torrington Savings Bank, a $1 billion mutual savings bank headquartered in Torrington, CT. She provides strategic and operational oversight across the Bank’s financial and operating functions, including Asset/Liability Management, financial, regulatory, and tax reporting, and the leadership of Deposit Operations, Digital Banking, Loan Servicing, Marketing, Facilities and Security.

Before being named Chief Operating Officer in 2025, Jen served as Chief Financial Officer for five years. In that role, she strengthened the Bank’s financial, risk management, and planning frameworks and supported key growth and modernization initiatives.

Jen is a Certified Public Accountant licensed in Connecticut. Prior to joining Torrington Savings Bank, she worked at PwC for six years, beginning her career as an Audit Associate and advancing to Senior Tax Associate, primarily serving middle-market clients in the real estate and manufacturing industries.

She earned her Bachelor of Science in Accounting from Central Connecticut State University and her MBA in Finance from the University of Hartford.

Outside of work, Jen serves as Treasurer of the American Mural Project in Winsted, is a member of the West Regional Advisory Council of the Women’s Business Development Council, serves on the Dean’s Advisory Board of the School of Business at Central Connecticut State University, and is a Board Member of Friends of Troop 3 in Torrington. In addition, she serves on the Member Advisory Panel for the Federal Home Loan Bank of Boston. In 2022, she was recognized by the Hartford Business Journal as one of the Top 25 Women in Business.

Jen is married and has two children.
